How Khrushchev Gave Crimea to Ukraine

On February 19, 1954, a decree was adopted to transfer the Crimean region to the Ukrainian SSR. Nikita Khrushchev handed over Crimea to Ukraine with a wide gesture (for good behavior). Today, when the Crimean issue has gained new urgency, it is urgent we talked about this historic decision.

“Credit History”

One version of the transfer of Crimea is the “credit history” linking the RSFSR and the American Jewish organization “Joint”. The idea of ​​relocating Jews to Crimea began to be discussed immediately after the end of the Civil War. The issue was actively lobbied by foreign foundations. The Politburo has discussed this project several times. His active supporters were Trotsky, Kamenev, Zinoviev, Bukharin, Rikov. A branch of Agro-Joint Bank was established in Simferopol. In January 1924, the conversation was about an “autonomous Jewish government united with Russia” (*), and a draft decree was drawn up to establish a Jewish autonomous SSR in the northern part of Crimea. On February 20, 1924, the Jewish Telegraph Agency (ETA) distributed the message abroad. In 1929, an agreement was signed between the RSFSR and the Joint Organization. The document, which bore the beautiful name “For Crimean California,” contained the obligations of the parties. The union gave the USSR $ 1.5 million a year (until 1936 it received $ 20 million), and for that amount the CEC set aside 375,000 hectares of Crimean land as collateral. They were converted into stocks bought by more than 200 Americans, including politicians Roosevelt and Hoover, financiers Rockefeller and Marshall, and General MacArthur. The decision to create “Crimean California” was postponed. During a conference in Tehran, Roosevelt reminded Stalin of his duties, the secretary general was in no hurry, but some historians attribute the deportation of the Tatars in 1944 to the liberation of Crimea for the Jewish settlers. 1954 was the deadline for paying off debts, and Khrushchev made the “move by horse” by giving Crimea to Ukraine.

The national question

One of the main “Crimean” issues is the national question. In 1944, the deportation of peoples from Crimea began. Usually they talk only about the deportation of the Tatars, but not only the Tatars were deported. Greeks (almost 15 thousand) and Bulgarians (12.5 thousand) were deported. The Tatars went mostly to Uzbekistan. Greeks and Bulgarians settled in Central Asia, Kazakhstan and some regions of the RSFSR. According to the 1939 census, about 50% of Russians, 25% of Tatars and only 10.2% of Ukrainians live in Crimea. After the deportation of the Tatars in 1944, Crimea “roared”. Agriculture has suffered particularly heavy losses. In 1950, compared with 1940, grain production fell almost five-fold, threefold tobacco, and half vegetables. In 1953, there were 29 grocery stores and 11 industrial stores throughout the region. In the 1960s, the process of the return of the Tatars and the settlement of Crimea by Ukrainians and Russians began. There was voluntary-compulsory Ukrainization. Everywhere, except in Sevastopol, the Ukrainian language was introduced in the school curriculum. Today there are more than 2 million people in Crimea. 1 million are Russians, more than 400,000 are Ukrainians and 240,000 are Tatars.

Historical background

The transfer of Crimea to Ukraine was an idea that was in the air for ten years before 1954. Even in the midst of the Great Patriotic War, when the Germans were expelled from the peninsula, Khrushchev, then first secretary of the Communist Party’s Central Committee of Ukraine, ordered to prepare a report on the Crimea. Khrushchev searched the archives for historical ties between Russia and Ukraine. One of the staff members recalled that Nikita Khrushchev had told him about 1944: “I was in Moscow and I said: ‘Ukraine is in ruins and everyone is withdrawing from it. Why don’t you give her Crimea? ”So after that, they called me by all sorts of names, except that my soul was not shaken. They were ready to grind it to dust.

A question of legitimacy

The question of the legitimacy of the transfer to Crimea is still controversial. The main aspect is when the question of the referendum arises. It was alleged that a national referendum was to be held in the country, but the rights and legal framework of the referendum were not described in the Soviet constitution, except for the mention in Article 33 that the Presidium of the Supreme Soviet of the RSFSR could hold it. Important: you could, but not necessarily. In this way, the issue of the referendum was eliminated. The answer to the question about the body that has the power to give or not give consent to change the borders is given by Article 22 of the Constitution: “The highest body of state power of the RSFSR is the Supreme Soviet of the RSFSR. According to Article 24, “The Supreme Soviet of the RSFSR is the sole legislative body of the RSFSR.” Article 151 states that an amendment of the Constitution is possible only by a decision of the Supreme Soviet of the RSFSR adopted by a majority of “at least two-thirds of the votes” . Thus, the amendment of Article 14 of the Constitution of the RSFSR and the removal of the Crimean region from it can be considered as an agreement obtained for the transfer of this region to another union republic. Thus, the legal procedure for the transfer of Crimea to Ukraine in 1954 was absolutely correct. The issue was discussed by the Presidiums of the Supreme Soviet of the Russian Federation and the Ukrainian SSR, which together applied to the Supreme Soviet of the USSR. And only on the basis of this complaint a resolution was adopted and a decree was signed on the transfer of Crimea to Ukraine.

Who made the decision?

It is believed that the decision to transfer Crimea was made by Khrushchev. (**) In November 1953 he traveled to the Crimea. According to his son-in-law, journalist Alexei Adzhubey, who accompanied him, he was shocked by the lack of vegetables and fruits in state trade in the southern region. There is a widespread misconception that Khrushchev was Ukrainian and that this influenced the decision to transfer Crimea. This, of course, is not the case. Khrushchev was not Ukrainian, he never spoke Ukrainian. Another thing is that he had some Ukrainian sentiments, as well as a sense of guilt for participating in the repression. This may have an indirect effect, but government decisions are not made at the level of sentimentality, and the decision to transfer was made not only by Khrushchev. The king was created by his retinue. Khrushchev’s retinue included Bulganin, Malenkov, Molotov, Kaganovich, and Kuusinen. The main role was played by Georgi Malenkov, who headed the Council of Ministers.

The Black Sea Fleet

The problem with the Black Sea Fleet, based in Sevastopol, still remains problematic. According to Ukrainian law, the presence of foreign military equipment is prohibited on its territory, but for the Russian Navy Ukraine still makes an exception. In April 2010, Viktor Yanukovych agreed to extend the term of the Russian lease on the naval base in Sevastopol, which expired in 2017, for another 25 years, with the possibility of extension. During the transfer of Crimea to Ukraine, the issue of the navy was not raised, Ukraine was a union republic, legal problems arose in 1991.

Again, Crimea was given to Ukraine for good behavior. This means without hostility, without quarrels, without Banderaism, peacefully and in understanding. And so it was for a long time. These territories could in no way be in NATO, which is officially hostile to Russia! That was not enough, and now these “former Soviets” are developing unprecedented hysteria and hostility toward Russia. The ultimate goal is the Africanization of Russia! Raw materials (resources’) appendage of the west! Russia should be a “Gas Station”, according to Obama!

(*) – A clear hint that soon after the signing of the Balfour Declaration in 1919, the Khazar elite of the Soviet Union had the idea of ​​creating Israel on the territory of Crimea. Apparently, many celebrities have bought shares in the company Joint. This definitely shows that the plans were in action!

(**) – Khrushchev is a Trotskyist. This information is not in the textbooks and comes from Andrey Fursov, a well-known Russian historian and sociologist. When Trotsky came to power, he began to distribute resources of Russia to foreign entities. Gold mining for American and Japanese companies. Khrushchev did the same, and he began to distribute things without consulting anyone, and was eventually overthrown by Brezhnev! Not only that, but there are Trotskyists in today’s leadership!
